David Montoya is the award-winning President, CEO, and founder of Manzano Strategies, a Veteran-Owned and 8(a) Hispanic-Owned Small Disadvantaged Business (SDB) focused on Information Technology, Systems Engineering, and Public Relations Consulting services and solutions.
Before launching Manzano Strategies, David served as Chief of Staff of Los Alamos National Laboratory's (LANL) Nuclear Weapons Program where he was responsible for the day to day support operations of the Nuclear Weapons Directorate. The Nuclear Weapons Directorate was programmatically responsible for 4,600 LANL employees and an annual budget of 1.2 billion dollars.
Prior to returning home to New Mexico, David served as a senior policy advisor to U.S. Senator Jeff Bingaman (D-NM). He routinely advised Senator Bingaman on a wide range of policy issues, as well as managed and provided guidance on nearly 125 million dollars in New Mexico-specific defense appropriation earmarks.
A highly decorated, Air Force Veteran, much of his defense and national security knowledge came from the seven years David spent as an intelligence officer. During that time, David served three tours in the Persian Gulf, graduated from both Army Airborne and Air Assault training, and was an intelligence debriefer during the March 2001 EP-3 aircrew repatriation from China.
David Montoya earned a Masters Degree in Business Administration from Georgetown University's McDonough School of Business and a Bachelor of Arts Degree in Political Science from the University of New Mexico.

David Montoya lives in Corrales, New Mexico with his wife, Monica and two children, Megan and Benjamin.

For over a decade, Bruce served as the Legislative Director to U.S. Congressman Joe Skeen (R-NM). As Rep. Skeen's closest advisor, Bruce was responsible for all appropriations and legislative work related to defense, energy, homeland security, tax and technology. He was responsible for over 100 million dollars in federal
appropriations annually.

His command of New Mexico politics is equally impressive. In the early 80s, Bruce served as Press Secretary for former New Mexico Governor Garrey Carruthers. Since then, Bruce has been a key player and informal advisor to dozens of public servants on political strategy and public opinion. Bruce is praised for his straight talk, no nonsense style and above all, confidentiality.
He leverages his extensive business, academia and government contacts to grow and expand his clients’ existing operations.
Bruce received a M.A. in Speech communications from the University of New Mexico in 1985, a B.A. in Education from the University of New Mexico and was Valedictorian of Bloomfield HS. |
